The TSDC recently formed in 2025 with founding members including Erica Richardson, Benbrook Library District, Chris Boyd, Mustang Special Utlity  District, Jonathan Roach, Roach and Associates, LLC., and Clay Avery, Texas State Association of Fire and Emergency Districts.  Jonathan Roach serves as TSDC's Inaugural Chair.
